logo_torontostarReturning to Colombo after several years, one is struck by the military checkpoints at key crossings where visitors are waved on but young Tamil males are not. The fortified capital is pasted with war posters – a map of Sri Lanka, with an eye in the middle and a caption: "Are you alert? If you are, your village and your country are safe." It is the ordinary Tamils who are paying the price, especially those in areas not controlled by the Tigers. "Nowhere in Sri Lanka are the Tamils safe," a Western diplomat told me in Colombo. "What's happening here is de facto ethnic cleansing," as Tamils flee for India or the Middle East and beyond. "The government doesn't seem to care if they all leave."

Over one billion US$ in grants and subsidized loans to Sri Lanka from European Union!

eu_logoEuropean Union wants Sri Lanka to receive GSP+ again for coming three years. Sri Lanka will get GSP + again if it meets the eligibility criteria .The government can meet criteria if it wants to and the EU is working closely with Sri Lankan government to that end, said Julian Wilson, EU Charge de Affairs in Colombo.

Speaking at the EU's 51 birthday held on Thursday in Colombo he said that he is not going to bore with Sri Lanka further detail on GSP+ .  "I will only say that a lot of melodramatic rubbish has been written about the renewal of GSP+ in local press. The truth is simple if somewhat banal-the EU wants Sri Lanka to receive GSP+ again for the coming three years, he said.

Thirty two civilians were killed and another eight were disappeared in the Tamil homeland at the hands of the Sri Lanka military and paramilitaries operated by it.

April-Chart

Seven of the civilians were killed inside the LTTE administered area of Vanni due to aerial bombing, artillery fire, and claymore attacks by the Sri Lankan military. Among the victims is the chairperson of NESOHR (North East Secretariat on Human Rights), who was killed on 20 April by a claymore attack very near the church where he carried out his duties.  Some among the disappeared did so after they were arrested by the Sri Lankan military.  A large number of disappearances of Tamils also occurred in Colombo but the above statistics do not include them.

Sri Lanka balances ties with US and Iran

img.202691_tCOLOMBO: In the run-up to Iranian President Mahmoud Ahmadinejad’s state visit to Sri Lanka last month, the Mahinda Rajapaksa government found itself in a cleft stick. The US had expressed concern over growing ties between Sri Lanka and Iran, particularly because of a report on a secret military dimension. While Sri Lanka needed Iran’s friendship to meet its energy needs, it could not develop relations with Iran at the expense of ties with the US, whose help it needs to quash the Tamil Tiger rebels’ international network.

Instead of chickening out of a difficult situation, Rajapaksa and his team took on the challenge and pulled off a remarkable balancing act, diplomatic sources told this website’s newspaper. A senior minister with influence in Washington met top US political leaders across the political divide, and allayed their fears about a military dimension. The Sri Lankans categorically denied a report that Brig. Gen. Quassem Suleimani, Director General of Iran’s Qods Force, which was involved in covert operations against Israel, had visited Colombo.

_39938013_slkaruna203Gothabaya_02_53389_140There was confusion over the fate of Karuna with speculation he was to be released from police custody in Britain and deported back to Sri Lanka while the Metropolitan police last night said he still remained under detention. Authoritative sources said that the former TMVP leader was, two weeks ago, transferred from the detention centre he was originally held following his arrest in London in November 2007 for possessing a forged passport and firearm.

_42373708_gothapayarajapakseafp203Speculation subsequently surfaced last night that he was released but when contacted an official at the British High Commission in Colombo said that according to the Metropolitan police Karuna still remained in custody as of early yesterday. Karuna had said in a British court that the Sri Lankan government, through the Permanent Secretary for Defence Gotabhaya Rajapaksa, had given him the passport. On January 25, 2008 he was sentenced to nine months in prison.

Karuna was arrested in London on November 2, 2007 following a joint operation between the Metropolitan Police and the Border and Immigration Agency.  Human Rights groups have sought legal action against Karuna for his direct involvement in alleged human rights abuses in the East.

A 49-minute documentary, titled Burning Memories, featuring the story and the memories of the Jaffna Library, which was burnt down by the Sri Lankan Police in June 01, 1981, has been produced by an audio visual journalist, S. Someetharan. The tri-lingual documentary is scheduled to be released in May by the Nikari, the producers and distributors of the film.
burning_memories_cover_68348_445The work by Someetharan is the first of its kind in documenting the story of the Jaffna Library.  The burning of the library, widely regarded by the Tamils as an act of cultural vandalism, was a deliberate destruction of 97,000 books, considered as the best collection of Tamil literature in Asia, including many irreplaceable manuscripts.

The documentary authored in Tamil, English and French, contains a unique collection of memories in the form of photographs, video footage, paper clippings, speeches, interviews and musical compositions.  The 'Nikari' producers described the mission behind the documentary as an effort to transcend the memories of a unique cultural asset into the newer generations.  Contact details and further information on the release of the documentary will be provided later, according to the distributors.

At UN, Sri Lanka Serves Quiche for Rights Council Seat, France Missing, UNDP Worker and Gun

Byline: Matthew Russell Lee of Inner City Press at the UN: News Analysis

sri1reportersUNITED NATIONS, May 7 -- Sometimes in the battle of human rights perception, platters of boiled shrimp and cream puffs must be deployed. This happened on May 7 across from the UN, at the Sri Lankan Ambassador's 38th floor apartment over Second Avenue. The country's Foreign Minister Rohitha Bogollagama stood in the apartment's entrance way shaking hands with invitees. Since Sri Lanka is one of six countries running for only four Asian seats on the UN Human Rights Council, Inner City Press asked how the votes were shaping up. But questions and answers weren't the point. Despite the balloting being secret, commitments were being made.

Rights groups charge Lanka “unfit” for HRC seat

Gabon, Bahrain, Pakistan, Sri Lanka and Zambia do not deserve a seat on the Human Rights Council, the United Nations' top rights body, and two non-governmental organizations said yesterday. In a joint report, UN Watch and Freedom House, which champions human rights worldwide, lamented that Bahrain, Pakistan and Sri Lanka are "not qualified", Japan and South Korea "qualified" and East Timor "questionable" for the seat.

Their report was unveiled as the UN General Assembly is set to elect 15 new members of the Geneva-based Human Rights Council (HRC) -- one third of its membership -- on May 21. "Democratic countries are squandering a golden opportunity to promote human rights through this important UN body," Hillel Neuer, executive director of the Geneva-based UN Watch, told reporters.  "Instead they lend international credibility to repressive governments that routinely violate the rights of their own citizens."

Opposition UNP Leader Ranil Wickremesinghe yesterday charged that by proroguing Parliament the Government had taken the first step towards ending democratic rule. Addressing a media conference at the Parliamentary Complex he said the Government had made it clear with this action that it was heading for a dictatorship.

He said all parties had initially agreed to convene Parliament this week. Accordingly, all party leaders agreed to take up the Emergency Debate on Tuesday and the University of Vocational Training Technology Bill yesterday. The Opposition Leader also said the Leader of the House Nimal Siripala De Silva who met him at the book launch of former MP Imitiyaz Bakeer Markar on Tuesday had told him that Parliament was to meet yesterday.  “In this backdrop we came prepared for yesterday’s debate,” he said.

UNP MP Lakshman Kiriella said the Government had, through the prorogation, prevented the disclosure of information on various frauds which had doubled recently. He said this had prevented the Public Accounts Committee Chairman Rauff Hakeem from presenting an interim report to the House.  He claimed that he did not know about the proroguing until he came to Parliament yesterday. Mr. Wickremesinghe said he was about to open the Chamber doors when an employee informed him that the House had been prorogued.

UNP General Secretary Tissa Attanayake charged that one of the objectives of the proroguing was to prevent the Opposition from questioning election malpractices in the East. He said the Government was distributing TMVP leaflets in the East, using helicopters. Mr. Attanayake said there were 14 TMVP camps in Batticaloa District where weapons are in use and child soldiers present.  He also held up a photograph which he said shows a TMVP cadre holding a weapon.  Several UNP Parliamentarians led by Mr. Wickremesinghe later proceeded to the Elections Department to participate in a protest calling the Polls Chief to disarm the TMVP.

Nine soldiers killed in Mannar

Sri Lanka's Tamil Tiger rebels Wednesday claimed they had killed nine soldiers and repulsed an army advance in areas controlled by the guerrillas to the north of the island. army faced stiff resistance when it launched twin attacks to break through guerrilla-held areas in Mannar on Tuesday.

"An armoured personnel carrier was destroyed by an LTTE (Liberation Tigers of Tamil Eelam) mine, killing at least nine soldiers and wounding many," the website said, quoting rebel officials. There was no immediate comment from the defence ministry, but the military accused the rebels of setting off a roadside mine in Vavuniya on Tuesday, killing two civilians. Casualty figures cannot be independently verified, as the government prevents journalists and rights groups from travelling into rebel-held areas. Fighting has intensified since the government in January pulled out of a six-year truce with the Tamil Tigers. Tens of thousands have died since the rebels launched an armed struggle in 1972 to carve out an independent homeland for minority Tamils in the island's north and east.

Up to 60,000 people killed and one million left homeless by Burmese cyclone

Up to 62,000 people killed and one million left homeless

20080507_p1_smallAs the death toll from the Burmese cyclone rose yesterday, with up to 62,000 people now feared dead, witnesses spoke of the homelessness, hunger and disease now threatening the worst-affected areas.

The UN said more than one million people could be homeless and vast areas of the nation's rice-growing areas may have been destroyed. Unless emergency supplies can be delivered quickly, it is feared that more people will die.

"We need water, we need food!" a woman living in Thigangyun, in the north of Rangoon, wrote in a message to the BBC's Burmese service. Another witness from Tunte, across the river from Rangoon, said no aid was getting through. "I have not heard anything about help. This is the nearest town to Rangoon. It is just across Hlaing river [in Rangoon]. I have just returned from that area and I neither heard nor saw any rescue operation," the witness said.

The country's ruling junta admitted that at least 22,000 people had lost their lives and more than 40,000 were missing. About 10,000 people died in one coastal town alone, triggering fears that the final toll from Cyclone Nargis could rise significantly when workers reach some of the most isolated areas.

Sri Lanka's president suspends Parliament for one month amid corruption allegations!

oath1Sri Lanka's President Mahinda Rajapaksa has suspended parliament sessions for a month, an official has said. The move was criticised by the opposition as an attempt to disrupt ongoing investigations into corruption allegations. A decree announcing the suspension will be issued early on Wednesday, a government official said. He did not give a reason for the suspension.

Tissa Attanayake, the general secretary of Sri Lanka's main opposition United National Party, said Mr Rajapaksa's action was an attempt to disrupt a parliamentary probe into corruption allegations against his government because all committees appointed for the purpose will be dissolved with the decree. "There is no justification for this. We will protest against it," Mr Attanayake said. In 2001 then President Chandrika Kumaratunga suspended parliament amid opposition threats to bring a no-confidence motion against her government. However, her government lost its parliamentary majority a few months later and also lost the subsequent election.

MDMK takes Indian PM to task

200709205016080114449748_8_bIndian Prime Minister, Manmohan Singh was sent a stinging rejoinder from General Secretary, MDMK, Vaiko over their govern- ment’s move to provide Sri Lanka with a soft loan package of over US$100 million.Referring to a news item in the April 17 issue of the Indian Economic Times about an Indian soft loan for Sri Lanka to buy arms, which Vaiko wrote, has "been confirmed by reliable sources," the party leader said that: "It is so agonising that India is refusing transport of food and medicines to the suffering Tamils, but providing enormous financial assistance, more or less actual donation to the Government of Sri Lanka, to strengthen their military option."

Vaiko also attacked the Indian government for its opposition to an alleged EU backed resolution agai- nst Sri Lanka in the UN Security Council. "With grave concern, I do make the charge that India vehemently opposed the move initiated by European Countries to bring a resolution in the United Nations against the gross violation of human rights by the Government of Sri Lanka."

Militarization and checkpoints - Mannar far from heaven

  • Restrictions of road access to Medawachchiya,
  • Preventing non Mannar residents entering Mannar,
  • People displaced from Wanni,
  • People displaced from the Musali Division

spotlight-picAt the invitation of the Reconciliation and Peace Desk, the Colombo Diocese of the Anglican Church, a team of religious leaders visited Mannar from 15th – 18th April 2008. The team included a senior Buddhist Monk, several Anglican priests, a Methodist priest, a Catholic Priest, a Catholic nun and two lay Christians. The visit was intended as a solidarity visit to the people and religious leaders in Mannar and to better understand the present situation in Mannar. Below are extracts from an eight page report they submitted after returning to Colombo. The excerpts deal mainly with the group’s observations on the ground. The inter religious solidarity group report was released on Monday.

Mannar town and all outlying areas are heavily militarised. All passengers entering and exiting Mannar through the A30 Vavuniya-Mannar road, or through the A14 road from Medawachchiya (by train or by road) are subjected to intense checking and registration. Security forces personnel were present on the road leading to Mannar and several times, the vehicle we were travelling stopped and pulled aside to let military convoys pass through. Between Medawachchiya and Mannar, our vehicle was stopped and registered six times. Our group was not subjected to intensive checking, but we noticed that at each checkpoint, passengers travelling by bus had to get down, carry their baggage and walk a distance that would range from few metres to half kilometre, as part of the "checking" procedure. There was also heavy presence of security forces in Mannar town and outlying areas we visited.

War-torn Sri Lanka is the last sick man of the region

Last weekend's carnage underlines the idiocy of pledges to destroy the Tamil Tigers. Peace talks now seem a distant hope

By Jonathan Steele   The Guardian

  • Western governments and other traditional aid-givers have repeatedly warned Sri Lanka that there can be no military solution.
  • The US Congress recently cut off military aid, except for air surveillance.
  • The EU has to decide in a few months whether to renew Sri Lanka's trade preferences.
  • President Rajapaksa is ignoring the barrage of criticism and has turned to a new range of allies for support, loans and weaponry.
  • He has made two trips to China, and this week Mahmoud Ahmadinejad, Iran's president, was in Colombo with a promise of £1,000m in soft loans and grants. Although the money is intended to help Sri Lanka expand its only oil refinery, develop an irrigation and hydropower project and buy Iranian oil, it will allow the country to absorb the pressure from its rising trade deficit.

logoTime is running out for the great South Asian boast. By the end of this year, according to a new year prediction by Sri Lanka’s Army Chief, Lieutenant General Sarath Fonseka, his guerrilla opponents — the Tamil Tigers — would be "extinct." They and their demands for a homeland for the Tamil minority would vanish from the field, and after 25 years of war the island and its Sinhalese majority could enjoy peace again.

An end to Sri Lanka’s bloodletting is certainly overdue. The country has become the last sick man of the region. In Nepal an almost equally long civil war stopped 18 months ago when intelligent compromises produced agreement to reform the constitution.
In Pakistan, after nearly a decade of army rule, elections in the winter produced a partial return to civilian control; the country’s re-empowered politicians have just struck a peace deal with militant leaders in the fractious border provinces.

Comparisons are never exact, and Sri Lanka differs from Nepal and Pakistan in numerous ways. Since gaining independence from Britain it has had an uninterrupted history of parliamentary rule. Its system of land tenure is not feudal. By Asian standards economic inequalities are relatively minor, and the benefits of decent healthcare have spread to every district, along with universal education for girls as well as boys.....................

May 2, 2008 5:35 AM

I lived in Sri Lanka for four and a half years, from late 1993, until 1998, as a Volunteer in English education.

I can tell you that the persecution of the Tamil minority by the Sinhalese majority continues and is absolutely ferocious. It is fomented by rabble-rousing, racist Buddhist monks for whom preserving "Sinhalese Buddhism" is the main purpose of any government.

The country runs what they call "linguistically segregated" schools, which are actually the equivalent of "separate but equal" schools in the pre-Civil Rights era American South. Tamil youths are run into police precinct houses and beaten savagely for "losing" their national identity cards. The English-proficient Tamils are discriminated against in university admissions by means of village and regional "quotas" that force the universities to ignore college-ready Tamils in favour of villagers literate only in Sinhala, even though the dons at the national universities have long refused to lecture in anything but English. Those foreign agencies and NGOs that wish to work with Tamil villagers, to bring them English and other training, are discouraged from doing so by the government in Colombo.

The only solution for a peaceful settlement of the Sinhalese-Tamil civil war is a partition of the country. This is very sad, because it's one of the most beautiful and fruitful places on earth, but the Sinhalese and the Tamils CANNOT live together in peace: there's been too much bloodshed, and too much exploitation of ethnic rivalry and hatred by the occupying imperialist power--Britain--for national reconciliation ever to take place.

While Sri Lankan politicians and the people in the south enthusiastically celebrated the May Day 2008, the people in the North and East still yearned for permanent peace waiting to hear what the Sri Lankan leaders would say about the possibility of the government declaring a new truce with the Tamils.  The promises were far from what they had expected and hoped for.  The Eastern people were promised that they would receive peace and economic prosperity if they voted for the paramilitary ‘TMVP group’.  The Northern people were told that they would see great economic development after the elections in the East under the leadership of another paramilitary ‘EPDP’ leader, Devananda.  The destiny of the Northern and Eastern people have been handed over to the paramilitaries and the people have no choice but to face the dire consequences in the months to come, unless and until the LTTE breaks its political and military strategies.  The people in the Sri Lanka’s North are sick and tired of hearing empty promises by Sinhala politicians.
